Background

A development environment or IDE (integrated Development Environment) is a tool that application designers and programmers use in order to build software applications.

Recommendation

The best free IDE we found for Flash development is the open source FlashDevelop project. The whole UI is very similar to the one of SharpDevelop and is very complete. The tool supports the AS2, aS3 and haXe languages as well as the Flex SDK.
